Intellectual capital is the fundamental base of building an economic knowledge for the success of different organizations and institutions, which is based on innovation. It's important as a source of innovative energies, and as a result it is necessary to search for its content and the best ways to invest ensuring the future output of any organization, regardless of the difficulty of measurement and evaluation. Its continuity depends not only on productive efficiency, but most importantly for the element of innovation that has become the Intellectual capital secured way to achieve it.
The objective of this study is to identify the nature of the Intellectual capital in Jeddah Education Department and its components and to identify the management's efficiency in using and maintaining it. What are the existing practices of the department to motivate its employees to innovate, For the management and development of Intellectual capital through which it can contribute to the creation of knowledge and development of innovative capabilities to the employees. The study was based on the case study and survey methodology, through which the knowledge index issued by the United Nations Educational, Scientific and Cultural Organization (UNESCO), the Organization for Economic Cooperation and Development (OECD) and the World Bank will be used to measure the extent in which Jeddah Education Department implements standards for knowledge innovation.
The study found several important results: the most important elements that affect innovation are technology, relationships, research methods and organizational structures, which are considered a major cause of the delay in innovation, as well as the inflexibility of existing regulations and laws. Finally, to amend and develop these regulations to suit developments and growth.
The study concluded with the following recommendations: The need to develop a strategy to ensure the full utilization of Intellectual capital and support innovation, and to increase investment in Intellectual capital in its three dimensions to raise innovative capabilities and growth rate of innovation. In addition, it is necessary to build an organizational climate that promotes innovative behavior and enhances facilities that support innovation. |
